Vermont Business Magazine Vermont Lottery officials announced today that a $366.7 million Powerball jackpot ticket had been sold at the Middlebury Short Stop, a retailer within the Jolley chain. This is Vermont’s first Powerball Jackpot winner.
The winner has not yet stepped forward.
The winning $2 ticket matched five out of five numbers and the Powerball number. Wednesday’s winning numbers were 08, 40, 49, 58, 63 and the Powerball was 14.
“The Vermont Lottery is thrilled to have our first ever Powerball Jackpot winner in Vermont,” said Andrew Collier, Deputy Commissioner of the Department of Liquor and Lottery than runs the Vermont Lottery for the state. “This is an exciting win for Vermont lottery players, the Education Fund, and the state.”
Winners of large jackpots often take a lump-sum payment instead of the 29-year annuity. This would reduce the amount to $208.5 million.
Wendy Knight, Commissioner of the Vermont Department of Liquor and Lottery, said that state takes 6 percent as a withholding regardless of their residence, based on whether it’s the annuity payout or lump sum. In any case, the winner is obligated to pay the full income tax amount required by their state of resident. The US IRS takes 24 percent.
The Vermont income tax on $208.5 million would equate to over $18 million. The 6 percent withholding would be $12.5 million.
All Vermont Lottery agents receive an extra commission for all tickets sold in their stores that win $500 or more so the Middlebury Short Stop will benefit, as well, with a bonus of $30,000. The store gets 1 percent of the winnings and the payout is capped at $30,000.
The Middlebury Shop Stop has been a Vermont Lottery agent since 1993.
“You can’t win if you don’t play,” said Shawn Bartlett, General Manager of Jolley Associates. “It’s good to see someone have a Jolley day.”
Once the prize is claimed the winner becomes public, though the individual could get around releasing their name if they set up a trust. The odds of winning the grand prize are 1 in 292,201,338.000. The winner has one-year in which to claim the prize. If the winner does not indicate whether to take the annuity or lump-sum, then the prize will be paid as an annuity.
The Vermont Education Fund receives 100% of profits from Vermont Lottery. Last year, Vermont Lottery contributed $30 million to the Vermont Education Fund.
The Vermont Lottery makes money solely from ticket sales. Knight told VBM that she anticipates that this jackpot will bring more excitement and perhaps more ticket sales.
Vermont Lottery games are sold at 587 locations.
