Cancelled Regular Edition
Had the 75th Hunger Games concluded normally with a victor, the 76th Hunger Games would have been the next regular edition of the Games following the Third Quarter Quell and its associated Victory Tour, scheduled to begin on Reaping Day, July 4th, 76 ADD. However, due to the outbreak of the Second Rebellion - which intensified through the summer and into the fall and winter of 75 ADD - the Games are presumed to have been postponed pending the outcome of the conflict. With multiple districts in open revolt and the Capitol directing all of its resources toward the war effort, the government lacked the capacity to prepare for the next Hunger Games, including construction of the arena that would have been used. Following the Rebel victory in the civil war and overthrow of the Snow regime, the Hunger Games were abolished by the new democratic administration, and the 76th Hunger Games (both the planned regular edition and proposed Capitol edition) were officially cancelled.
Battle of the Capitol

There, they received a mission briefing from Plutarch Heavensbee on what to expect in the Capitol. Upon seeing a holographic map of the city marked with pods, victors Katniss Everdeen and Finnick Odair immediately recognized its similarity to a Hunger Games arena, and they compared the upcoming battle to a 76th Hunger Games.[1]
The conflict continued to bring back memories of the Games for Katniss and Peeta Mellark.[3][4] Even Capitol media drew on the comparison: they showed images of the presumed-dead Squad 451 on television over the sounds of the anthem,[5] as was the practice with each day's dead tributes every evening inside the arena.[6]

Proposed Capitol Edition
After the end of the civil war, there were calls amongst the victorious rebels for the "complete annihilation" of Capitol citizens. The interim government of Panem opposed this idea, not on moral grounds, but in order to maintain a sustainable population. District 13's President Alma Coin, who had assumed the post of interim President for the whole country, put forward a proposal. However, she and her "colleagues" could not come to a consensus, so it was instead put to a vote among the seven known surviving victors.[2]

During a meeting with the victors, Coin proposed a "final, symbolic" Hunger Games, where tributes would be reaped from the children of the Capitol's highest officials and those associated with the Hunger Games. If it was approved, the new Games would be announced with the support of the victors, but their votes would remain anonymous for their own security.[2]

Sequence of events
Peeta initially questioned whether the proposal was a joke, and then immediately rejected it. He was rebuffed by Johanna, who said it seemed "fair", and even put in that President Snow had a granddaughter. Enobaria also voted in favor, saying to "Let them have a taste of their own medicine."[2]
When Peeta appealed to the other victors, stating that this was the reason they rebelled, Annie voted no with him. She also put in that Finnick would have voted against it too. Johanna replied that Finnick couldn't because "Snow's mutts killed him." Next, Beetee cast a third vote against the proposal. He said that it would "set a bad precedent", and he emphasized the necessity of unity and not seeing each other as enemies.[2]
Internally, Katniss was revolted; she took the idea as a sign that Coin would continue the same evils of Snow's regime. She voted in favor, though, in order to gain Coin's trust, and she claimed it was "for Prim". Furious, Peeta rounded on Haymitch with an impassioned plea about the atrocity they would be party to if they approved of this. However, Haymitch caught onto Katniss' line of thinking and finally voted in favor of another Hunger Games.[2]
Aftermath
Once all the votes were cast, the proposal was approved by a narrow 4-3 majority. However, the approved Games were never carried out when Katniss assassinated Coin later that day, at what would have been the execution of President Snow.[2] After an emergency election, Commander Paylor became Panem's new president,[7] and the plan for the Capitol Hunger Games were presumably scrapped when the Hunger Games were abolished, and all previous arenas were destroyed to make way for memorials.[11]
Trivia
- Most known casualties of the Battle of the Capitol were from District 13 or the Capitol itself.
- Nine out of fourteen members of Squad 451 died: seven soldiers— six of them from District 13— and two members of the propaganda film crew, both from the Capitol.
- Snow's granddaughter was only mentioned once in Mockingjay,[2] but she appeared in a minor role in the films as an apparent fan of Katniss and Peeta.[12][13]
