The Battle of District 11 is an unofficial term referring to the fight to seize control of District 11 from the Capitol in and around the Second Rebellion.

Background[]
Even by the standards of Panem's other outer districts, District 11 was heavily impoverished, policed, and repressed.[1] Despite its industry being agriculture,[2] nearly all of their produce was shipped off to serve the Capitol's overwhelming greed. The local government was very strict, and its Peacekeepers were known to carry out public whippings[3] and executions.[1]
Pre-Second Rebellion civil unrest[]
Uprising of District 11[]
Main article: Uprising of District 11In The Hunger Games film, District 11 citizens staged an uprising after the death of Rue in the 74th Hunger Games, having been inspired by Katniss Everdeen's compassion towards their young tribute.[4] In the book, there was no overt rebel action taken, but they sent a sponsor gift of bread to Katniss as a symbol of gratitude.[5]

Post-74th Hunger Games[]
When Katniss and Peeta Mellark visited the district on their Victory Tour, an elderly man whistled Rue's four-note song, signaling the rest of the crowd to perform District 12's three-finger salute. As Katniss and Peeta left the stage, this man was shot dead,[1] with several more gunshots following after once the two victors were inside the Justice Building.[6]
On the day before the reading of the Quarter Quell card, there were rumors of uprisings in Districts 7 and 11.[7]
Second Rebellion[]
Main article: Second RebellionShortly after the end of the 75th Hunger Games, District 11 had seized control of transportation.[8] Several weeks later, the airing of propos about the hospital bombing in District 8 boosted morale in the districts, allowing rebels to take Districts 3 and 11 and "[make] inroads in several other districts as well".[9]
