Investigating the murder of an immigrant restaurant delivery man, Danny and Baez soon suspect his own Indian family is involved and duly mistrust a sudden confession. Frank must decide whether to remain police commissioner or start a new professional chapter as former partner Lenny Ross offers a dream job with rich salary and perks as chief of security for the NFL, his favorite sport. Frank's current position may affect Erin's possible run for Manhattan DA, seen as a 'NY security monopoly', but she hasn't even decided whether to stand.

Danny and Baez investigation of a girl student's murder at a prestigious private school exonerates the initial prime suspect, the girl's rich boyfriend who was initially accused, focusing on indiscreet staff. Frank addresses an issue of police brutality committed by Baker's husband Brian, on video.

Danny and Baez go out of their way to help a desperate Ohio veteran find his missing sister, only to find her stalker fiance story reverses the roles if true. Anthony enlists Erin's help when new evidence arises in an old case from his police career that may exonerate a female gang member he put away, who actually keeps ordering violence from prison.

They finds Elena held back discovering she was pregnant, hence employ her as undercover, but the father proves a major twist. Frank must stop his cop grandson, Joe Hill, from seeking revenge after he's attacked by formally ordering him to identify the arrested suspect. Joe put away the attacker years ago and lost trust in justice. Frank uses an FBI contact to get a federal charge. Later, he goes give Joe a picture of his father as Joe had sadly admitted earlier having none. Eddie gets a hostile new partner, transfer champion Luis Badillo. Erin's moral character is publicly attacked by the defense when she tries an old murder case related to her boss, District Attorney Kimberley Crawford.

Frank openly mistrusts the motives of befriended former London police chief Sloane Thompson's offer to investigate for free a recent cyber-attack on the NYPD, bought off for ransom, and suggest an update way above budget. The bug forced Danny and Baez to release an evasive abuse suspect, who even shoots at Baez, who was questioning her place within the NYPD, into hospital. Eddie is torn when her temporary partner hides her pregnancy due to wanting to make detective, thereby putting herself and her unborn child at risk in the field.

Jamie investigates his retired favorite Academy instructor and mentor whom a man alleges threatened him over gambling funds owed to a dodgy bookie, unwilling to give him slack as Gormley wants An illegal drug shipment arriving in New York forces Danny to partner up with his Texas Rangers associate, Major Waylon Gates, who bribes a petty informer, to find the narcotics before they flood the streets, and probably dominate the US market from New York. Things escalate when cartel enforcers murder several members of their NYC distributors, the Ace Double Treys gang, and Gates acts on a personal grudge. Frank quarrels with the mayor after two cops brawl over defunding the department, ironically punishing the one who violently defended the NYPD, while public opinion made Chase turn tail towards crime fighting.

Jamie makes waves by introducing a decades-old saluting rule in his precinct, rendering him a rather unpopular sergeant, even with Eddie, until that allows catching a criminal who was impersonating officers in order to sneak into various precincts and steal guns, now caught when refusing to salute correctly. Danny pursues con artist Dickie Delaney, whom he himself shouted at an expensive restaurant, mistaking him for the legendary singer Jimmy Buffett, but is deemed simply gullible, no crime was committed, yet the real star rewards him. Frank gives NYPD Captain Terrell an ultimatum to stop using her badge to get free wares from local stores, despite her honorable intentions, but she prefers a trial. Erin worries becomes the subject of a salacious, anonymous attack on a public employee blog.

Eddie and Badillo track down the culprits behind the theft of valuable rare works (signed and/or first edition) from a celebrated bookstore, he proves knowledgeable in the matter and an insurance fraud inside job is logical. Erin snoops into the background of Yelena Popova, the new woman in Anthony's life, who has close ties to a Russian mob baron, but not amused, already informed Anthony is looking out for her after she tells him she wants to get on the right path and duly demands to keep things strictly professional in and out of work.

Joe Hill informs Anthony and Erin's having overheard his lawyer girlfriend seemingly pressuring a witness not to take the stand; they ultimately have to rescue the lawyer, kidnapped by her client. Erin takes Joe to the bowling alley she and Joe Sr used every week to tell him more about his father. Baez takes Danny to a live taping for her favorite TV personality, who drops dead of an allergic reaction, convinced she was poisoned, and she and Danny conclude that her estranged husband convinced the star's assistant to spike her coffee with what gave her the allergic reaction. Frank visits the home of Lieutenant Raymond Moretti after it had seen gunfire, finding his son is involved with a gang; Moretti keeping his son (who was participating in illegal activity) in his home is revealed to be a violation of NYPD rules. Having passed the sergeant's exam with flying colors, Eddie works an undercover stint with SVU and wants to be a detective rather than a sergeant.

Jamie finds the Filipino officer Santos, whom he seeks to protect from further 'ethnic humor', blames him for being singled out with positive intentions, yet manages to curtail inappropriate 'locker-room talk' in the precinct by giving the West Virianian ringleader a sample of his own medicine. Frank contends with public outcry to de-fund the NYPD School Safety Division after a physical altercation between a student and a school officer goes viral. Finding staff, including the principal, as uncooperative as the pupils crying 'no cops here' while Gormley arrested the ringleader, Frank attends an assembly of the parents, to inform them that the officer has been reassigned and reads a list of dangerous items the now removed officer confiscated to keep everyone in the school safe. Danny and Baez help a father track down his ex-wife, who went missing with their daughter, in her sole custody, panicking after learning her pending immigration file could mean deportation. Afterward Danny confronts the father, having discovered that he prevented her getting the notices by mail. Erin and Anthony deal with the aftermath when Anthony tailed serial criminal Alan Marter, who was surprisingly released from jail as the witness failed to confirm recognition on trial, found and stooped him robbing another senior, but in the altercation the fiend fell badly down stairs.

Anthony is offered a promotion at the chief investigator's impending retirement, which strains his friendship with Erin as rather than congratulating him with the surprise opportunity she suggests a scheme by her boss, DA Crawford, and the red-tape-oriented working-in puts him off anyway. Frank, Baker, Garrett and Gormley experience feelings of guilt when Detective Angela Reddick, whom they briefly worked with at 1PP, is shot after Frank reassigned her for not meshing with their team, so the trio invite her back, but she grew into her field job. Eddie, Danny and Baez investigate a man's murder after Eddie and her partner respond to the umpteenth altercation between the gay victim, his partner and a neighbor, often involving a dog.

Frank navigates multiple family issues as he deals with a troubling medical diagnosis for Henry as well as Jamie's DUI. Erin is 'stalked' politely by a man who was recently released from prison after serving 12 years and claims to have been 'treated terribly, although not bey her as a rookie then', so gets Anthony and Danny to investigate her office's role in his sentencing.
