LAUREL, Md. — At 5 p.m. Friday, many counties in Maryland fully entered the first phase of the governor’s reopening plan, but other counties only allowed a portion of the first phase to happen, while others did not allow any new places to reopen.
The situation has created concern that people will cross county lines to get to open businesses, and in the process, spread or bring back COVID-19.
Perhaps nowhere is a better example of that concern than the city of Laurel.

While the actual city limits are entirely within Prince George’s County, Laurel is located in an area where four different counties are very close to each other.
Two of those counties – Montgomery and Prince George’s – did not allow any new places to reopen on Friday.
But the two others – Anne Arundel and Howard – did allow some businesses to reopen, even though they are still being more restrictive than many counties further from Washington and Baltimore.
“We’re very concerned about what may take place,” said Laurel Mayor Craig Moe. “We hope we’ve gotten the word out that, in this county, Prince George’s, in the city of Laurel, you’re to stay at home and only go out for essential trips.”
“There may be some that are going to cross those [county] lines for one reason or another. We ask them to be smart.”
Less than a mile east of Laurel on Rt. 198 in Anne Arundel County, ABC7 spoke with EL & S Beauty Supply owner Sandra Ahiekpor, who on Friday opened – albeit with restrictions mandated by the county -- for the first time in almost exactly two months.
Ahiekpor wondered how many customers will cross county lines to get to her newly reopened store.

“I mean, people want to get their hair done, they will want to get their product done. So we would have customers here from all counties. We just have to keep it clean and make sure they come in with their masks on,” she said.
