I was gifted uno after I deleted it, bc I linked the game accidently to my brothers uplay acc and now I can't accept the gift. When I click accept a window pops up where it says "Sorry, an error has occurred: (unknown error code) So yeah. Exact same error message. Can't accept it on client, browser, phone. Clearing the download cache also did nothing. Well, good news because I did. Go to help dot steampowered dot com, search the game you removed from your account(there's a search box at the bottom), click it, and click on the box that says something among the lines of "This game isn't in my library". Thanks, that wasn't my issue though, I knew you could re-add it. I think you can also do it by trying to re-buy the game, it offers you to reactivate for free.
