Stay Hidden

The best strategy to get rid of enemies silently is to remain hidden and get behind their backs without them noticing your approach and then using a melee attack to kill them. Alternately if you don't want to risk a direct contact with the enemy you may prefer to rely on short-ranged weapons with a silencer attached to them.

Binocular Upgrades

Make sure you use the binoculars frequently as they are extremely useful for finding and marking the enemies as well as scouting an area. Binocular upgrades can be found by searching the bodies of dead enemies.

Surroundings

Whenever possible look to use elements of your surroundings to drown out the sounds of your gunfire. Doing this will help prevent your position from being detected by the enemy. These elements can be things such as a generator, loudspeakers, or an active artillery.

Gunshot

Enemies will jump behind cover after hearing your gunshot for the first time, they will be oblivious to where it came from. Each succeeding shot after that though will inform them of your position and they may decide to return fire. It is advised that you change your position after each shot to help prevent them learning your position.

Ammunition

Ammunition is hard to come by in all the missions so you may have to rely on stealth to get through some of them. Whenever you encounter a dead body make sure you hit the indicated button so you can search it binocular upgrades and keep an eye out for crates near snipers nests you can also search for ammunition.

How do you pick up the Weapon Parts?

You hold the X button on your controller to search a corpse for the Weapon Part.

Generally speaking being high up will give you a broader view on your surroundings and enable you to eliminate the enemies from the furthest distance possible.

When the three officers appear, you need to tag the proper officer (it will let you know when you've tagged the right one). Do not tag the other 2. After their conversation, watch your officer. DON'T shoot anyone. He will go and collect the document. Then you will be instructed to kill him and collect the document. Good Luck!
