What Concealed Carry Reciprocity Means
Concealed carry reciprocity refers to whether a state recognizes a concealed carry permit issued by another state. If reciprocity is allowed, a visitor with a valid out-of-state permit may legally carry concealed in that state, subject to the destination state’s laws and restrictions.
Open carry, by contrast, refers to carrying a firearm visibly in public and is governed by a separate set of state laws that may differ from concealed carry reciprocity rules. It is also important to distinguish reciprocity from a state’s general concealed carry policy. A state may allow concealed carry for its own residents while still limiting or refusing recognition of permits issued elsewhere. Because firearm laws vary widely, the rules that apply depend on the state in which a person is physically carrying — not the state that issued the permit.
How to Interpret the Reciprocity Table
The table above classifies each state based on whether it recognizes concealed carry permits issued by other states. “Yes, Constitutional Carry” indicates that the state allows permitless concealed carry for eligible individuals and generally recognizes out-of-state permits under its laws. “Yes” means the state permits reciprocity in a broad sense, though specific conditions may apply. “Yes, Selected states” indicates limited recognition, where only certain states’ permits are honored.
States marked “No” do not recognize concealed carry permits issued by other states according to this dataset. Because reciprocity agreements and firearm laws can change, travelers should verify current rules directly with official state authorities before carrying across state lines.
