A Dusk Stone can be found in Bogsunk Cavern at the Southeastern Zone of the Grand Underground. You can reach this area by going underground in Sunyshore CityGrand Underground Items & NPC Locations

Team Galactic HQ in Veilstone City

Dusk Stone is obtainable in Team Galactic's HQ in Veilstone City. You need to get the Storage Key from the Galactic Grunt in front of the headquarters to access the inside of their HQ. Lastly, that grunt will show up only after you beat Candice at the Snowpoint City Gym.
