I just downloaded and had a little run at the new rivals update. However I can no longer fast travel. It MAY be that there's something weird keeping you in combat even if you don't notice it. Try restarting and go from there. It wouldn't let me fast travel to any safe house. I could click on a safe house and it would identify it but I wouldn't get the option to fast travel there. Hmm, that does sound off then. This has happened a few times. Sometimes tanks and hunters are able to see me from a very great distance. I have max 'visibility' skills and max 'visibility' clothing AND I can be crawling but the detection bar will instantly flash red and I'm in combat. That's why I mentioned those pesky fliers, sometimes the game tells you you won combat but they are still alarmed.
