When building Raiden Shogun as on-field DPS, Emblem of Severed Fate is her best artifact since it increase Elemental Burst damage and Energy Recharge. With her Passive (as well as her Signature Weapon), ATK is not as important as Energy Recharge but it still must be considered.
Since Hyperbloom is Raiden Shogun's most popular sub-DPS build, you only have to consider Elemental Mastery. Her personal damage can be built for but Hyperbloom only requires Elemental Mastery for the reaction damage.

- Aggravate Raiden Shogun is one of the easier teams to build for her if she's C0. National team or "Rational" is another one of those teams.- With Nahida's powerful and consistent Dendro application, Raiden Shogun can trigger Quicken and Aggravate to boost the damage of her Attacks.- Xilonen and Sara provides damage-boosting buffs and debuffs.
Kujou Sara is nigh inseparable from Hypercarry Raiden Shogun since her costly Elemental Burst and buffs (that improve greatly with Constellations) have great synergy with Raiden Shogun. In other Hypercarry Raiden teams, Sara is still one of her best partners. Nahida and Xilonen are the standard duo for Aggravate teams since one has the best Dendro application while the other has powerful Elemental damage-boosting and healing.

Raiden Shogun can be used as either Main DPS or Off-Field sub-DPS. While both seem very different from each other, sub-DPS Raiden Shogun is simply not using her Elemental Burst, thus removing her Main DPS state.
For Main DPS, Use Elemental Burst to Enter Musou Isshin State
Musou Isshin state is Raiden Shogun's DPS mode. All of her Attacks will be infused with Electro and she deals Elemental Burst damage instead. The damage dealt during this state increases based on her Resolve stacks.

For Sub-DPS, Use Only Elemental Skill
Raiden Shogun's Elemental Skill is the most important part of her Sub-DPS build. It can deal Off-Field Electro damage as long as damage is dealt to the enemy. However her Artifact build will differ depending on the team comp.
For Hyperbloom or Electro-Charged Raiden Shogun, Elemental Mastery is preferred but as a normal Electro sub-DPS, ATK/Energy Recharge build is fine.

While Raiden Shogun's Elemental Skill is active, a constant periodic Electro damage will be unleashed. This will work in time with other attacks. This also works even if Raiden Shogun is not the one dealing the attacks.
Builds Resolve Stacks When Other Characters Use Their Bursts
During its duration, whenever characters use their Burst, they will add Resolve Stacks to Raiden Shogun. You can check how much you have by the amount lighted up in the circle that the skill creates. The more Resolve Stacks you have, the higher the damage will be added to your Burst damage!
Uses Of Raiden Shogun's Elemental Burst
Deals A High-Damage Initial Slash
When you unleash Raiden Shogun's Elemental Burst, it will start off with an initial slash, the biggest single damage from her Burst! This is purely Electro damage!
Imbues Electro & Changes Raiden Shogun's Normal Attack Animations
After her Burst, for a short duration, Raiden Shogun's Normal Attacks will be imbued with Electro. Her Normal Attack string will also change, as well as her Charged Attack!
Gives Energy To The Team
With every hit from her burst, you gain energy for the rest of your team. This will allow you to use their Bursts to fill up Resolve Stacks, Just make sure Raiden Shogun's Elemental Skill is active.

C2 is a Noticeable Damage Increase
Raiden Shogun at C0 is a capable and flexible Electro character that can be used in a variety of teams as either the on-field DPS or as an off-field Electro applicator. If you are set on vertically investing your pulls into her as on-field DPS, C2 is a good stopping point and will allow her to deal damage that is significantly better than her C0 performance. While Engulfing Lightning will probably offer the most Energy Recharge on any polearm, The Catch is a great alternative in place of it for her hypercarry teams and can allow you to divert funds elsewhere, such as into Raiden Shogun's C3 that adds more levels to her burst, which will further her damage potential in tandem with C2, or into other characters' constellations and weapons.
You can still consider getting Engulfing Lightning for Raiden Shogun if you already have her C2, or if you can only afford up to C1. Her Signature Weapon is the better upgrade over C1 because the easier stack generation it gives is more Quality of Life oriented, rather than damage. Engulfing Lightning is also usable on off-field characters such as Xiangling, Shenhe, Candace or even Iansan, since they can benefit from the Energy Recharge and Attack bonuses. Consider your preferences, fund availability and possibly even the use-cases prior to pulling.
If you plan to use Raiden Shogun mostly off-field, such as in Hyperbloom teams, then neither her constellations nor her Signature Weapon will be an upgrade since that playstyle only needs her to activate her Skill every now and then.

Gathering truths unnumbered and wishes uncounted, the Raiden Shogun unleashes the Musou no Hitotachi and deals AoE Electro DMG, using Musou Isshin in combat for a certain duration afterward. The DMG dealt by Musou no Hitotachi and Musou Isshin's attacks will be increased based on the number of Chakra Desiderata's Resolve stacks consumed when this skill is used.

Musou Isshin
Effect
While in this state, the Raiden Shogun will wield her tachi in battle, while her Normal, Charged, and Plunging Attacks will be infused with Electro DMG, which cannot be overridden. When such attacks hit opponents, she will regenerate Energy for all nearby party members. Energy can be restored this way once every 1s, and this effect can be triggered 5 times throughout this skill's duration. While in this state, the Raiden Shogun's resistance to interruption is increased, and she is immune to Electro-Charged reaction DMG. While Musou Isshin is active, the Raiden Shogun's Normal, Charged, and Plunging Attack DMG will be considered Elemental Burst DMG. The effects of Musou Isshin will be cleared when the Raiden Shogun leaves the field.

The Raiden Shogun you play are both Raiden Ei, the Electro Archon, and the Raiden Shogun, the puppet. This was confirmed in the voice lines wherein depending on the topic either Raiden Ei or Raiden Shogun would speak.
Raiden Ei - The Electro Archon
Raiden Ei is the current Electro Archon ruling over Inazuma. She seeks Eternity for her nation, to create a world of no decay. She has for centuries hid in the Plane of Euthymia.
Raiden Shogun - The Puppet
The Shogun is the puppet created by Ei to oversee Inazuma in her stead. The goal of the puppet is to do everything it can to preserve Eternity within Inazuma. It will take out any threats to that goal, even the Electro Archon herself.
