Guide Index Overview Intro Duty(ies) of CQ Responsibilities of CQ Conduct during Duty Eligibility/Requirements Composition Other Duties... Area Beautification 'Runners' 'Break Glass in Case of Emergency' CQ for Arma Conclusion Comments Intro CQ = Charge of QuartersCQR Runner = Charge of Quarter RunnerOPS SGM or SGM = Operations Sergeant Major or Sergeant MajorCSM = Command Sergeant MajorThe lowest level of 'duty' is at the company level. Any lower level 'duty' (at the PLT or smaller) is only temporary and situation specific. The main purpose of CQ is to:
  • guard/protect the company barracks (personnel/equipment/weapons/ammunition/gear etc.)
  • represent the company command element (CPT/1SG) when not present
  • handle any event/situation as it arises
  • be alert 24 hrs/7 days a week (including holidays)
CQ is the representative of the Company Commander and the First Sergeant when they are not present. As such, military bearing and good judgement are key to success during this duty. CQ is allowed to handle various situations and can/must seek guidance for other actions. It is important to annotate/document all appropriate events (on a 'Daily Staff Journal' DA form). Both the CQ NCO and runner are to report to the front desk 15 minutes BEFORE their duty. This will allow them to receive special instructions and/or any updates. The uniform will be in the Battle Dress Uniform (BDU) unless otherwise directedThe CQ will have their military ID card AND 'dog tags' on their person(s)1 pen; 1 pencil and 1 notepad will be with the CQ at all timesThe CQ desk must be manned AT ALL TIMESThe CQ NCO and CQ runner will alternate eating and rest room breaks so as to leave 1 Soldier present Duty(ies) of CQ The CQ should be an NCO and the CQR should be a junior enlisted Soldier There are 2 main types of administrative staff positions that lower enlisted and NCOs conduct1) 'CQ' - where 1 lower enlisted and 1 NCO perform 24hr. duty at the barracks at the company level2) 'Staff Duty' - where 2 lower enlisted and 1 NCO perform 24hr. duty at the battalion HQIn the field/time of conflict:
  • CQ will guard the company CP (Command Post) with a fire team
  • Staff Duty will guard the battalion HQ with a SQD
'CQ' is an administrative staff position that is used to:
  • monitor incoming/outgoing traffic in the barracks
  • check visitors in/out
  • receive phone calls/take accurate messages
  • be a representative of the Co CDR and 1SG in their absence
  • note any special occurrence(s)
  • use the company vehicle as needed
Staff duty is an administrative staff position that is used to:
  • perform the same duties as the CQ (but for the BTN)
  • be responsible for the different company CQs in the BTN
Both the CQ NCO and runner are to report to the front desk 15 minutes BEFORE their duty. This will allow them to receive special instructions and/or any updates. The uniform will be in the Battle Dress Uniform (BDU) unless otherwise directedThe CQ will have their military ID card AND 'dog tags' on their person(s)1 pen; 1 pencil and 1 notepad will be with the CQ at all timesThe CQ desk must be manned AT ALL TIMESThe CQ NCO and CQ runner will alternate eating and rest room breaks so as to leave 1 Soldier present Responsibilities of CQ CQ is responsible to:
  • calling 'attention' when the commander (CPT) first enters and leaves for the day
  • calling 'at ease' when the 1SG first enters and leaves for the day
The same military courtesy extends to the:
  • BTN CDR
  • BTN CSM
  • BTN XO (MAJ)
  • BTN OPS SGM
Staff Duty is responsible to:
  • calling 'attention' when the commander (LTC) first enters and leaves for the day
  • calling 'at ease' when the CSM first enters and leaves for the day
Staff Duty does not call 'attention/at ease' for other BTN officers/NCOsRegardless of CQ or Staff Duty any officer (COL) or higher and any brigade or higher NCO CSM will have 'attention/at ease' calledCQ must remain attentive and vigilant. Thus, reading and listening to music at low volume is allowed. However, movies or other forms of entertainment are not allowed. While the CQ runner remains at the desk, the CQ NCO will:
  • conduct a floor/hall check on every wing of the area
  • walk the entire length of each area
  • walk up/down each flight of stair(s)
  • check the 'Arms Room'
  • all bathrooms/laundry room
  • all 'common areas'
  • all storage areas
  • conduct a perimeter check
  • 'check-in' with Staff Duty via telephone
  • check that all/any doors that should be locked are secured
The CQ NCO will perform these checks every hour within a 15 minute window. The exact time will change as not to create a pattern, as well as the order of the areas checked. Conduct during Duty During duty the CQ must:
  • remain in full uniform
  • show military respect (salute/parade-rest/attention etc.)
  • address people with respect (in-person/phone etc.)
  • annotate events on the duty log (DA Form 1594)
  • answer the phone or visitors per SOP
Typical SOP include -"Bravo Company (Co), 3rd Battalion (BTN), 7th SFG (Unit);this is MSG R****** [Rank, Name]; how may I help you Sir or Ma'am?" (DA Form 1594) Eligibility/Requirements Typically, CQ/Staff Duty personnel must:
  • not be under any form of physical profile
  • be under UCMJ (Unified Code of Military Justice) sanctions
All personnel must be able to perform as a 'runner'CQ/Staff Duty are responsible for the barrack/company CP/BTN HQ area to include weapons and other costly gear Composition CQ is composed of:
  • 1 lower enlisted (E-1 to E-4)
  • 1 NCO (SGT/E-5)
Staff Duty is composed of:
  • 2 lower enlisted (E-1 to E-4)
  • 1 NCO (SSG/E-6)
Other Duties... Other CQ duties include:
  • cleaning common bathroom(s)
  • maintaining the CQ entrance in an orderly manner
  • sweep/mop/wax the floors
  • outside 'area beautification'
  • display/remove the unit guidon when the Co CDR is present/not present
*** KNOW THE LOCATION OF KEY LDRS ***Key leaders include:
  • all company HQ support staff sush as clerk(s)
  • all the PL/PSGs of the various PLTs
  • all company HQ (company CDE/1SG/XO)
The CQ/Staff Duty should have a method of communication with key LDRs Key LDRs need to alert the CQ/Staff Duty when they are entering/leaving the area Area Beautification 'Area beautification' is a term used to describe the maintaining of an area to Army standards. The standard depends on the area being 'beautified' (inside vs outside etc.).Typical examples include:
  • outside the CQ/BN HQ areas
  • company/BTN parade field
  • roads that connect the unit (company to company and to the BTN HQ)
Common types of work used in area beautification
  • pulling of unwanted weeds/grass
  • removal of cigarettes/trash
  • painting/replacing signs
This type of work is done when the CQ/Staff Duty are not busy or an area is noted for neglect 'Runners' A 'runner' is a term used to describe:
  • when a Soldier is needed to relay a message or other item
  • mode of transport can be:
    • dismounted (primary)
    • mounted (secondary)
For the Army, a runner is expected to be able to run 2 miles in UNDER 16 minutesThis is done so that leaders can plan how many 'runners' are needed for a certain distanceEx: 6 mile distance = 3 runners/2 miles apartEach runner acts as a relay for their 4 mile total distance (2 miles each way) 'Break Glass in Case of Emergency' Personally, my unit's CQ area had a framed glass window with:'Break Glass in Case of Emergency'and when 9/11 happened, that glass window was shattered and left to this dayOriginal photo not available CQ for Arma For Arma, CQ duties can be used to:
  • be the on-line SIC (Soldier In Charge) during MILSIM internet activity
  • be the off-line SIC to manage MILSIM related activities during 'off hours'
  • report activity(ies) that take place in the absence of key leaders
On-line example:Your MILSIM unit hosts a public server for prospect players. It activates from 0700 to 1900hrs EST on Friday and Saturdays. As the CQ Soldier, you are on a 4 hour shift. While monitoring the gameplay, you notice that a prospect loses their temper at another prospect and threaten them with physical harm. You intervene and remove the player from the roster. You note their digital fingerprint and add them to the 'not allowed to play' list. You fill out an 'incident' form (SOP) and inform the incoming CQ Soldier. Off-line example:Your MILSIM unit maintains a website. Applications for joining the unit are made through this website but are sent electronically directly to the S-1. However, a 'chat room' is manned as a POC (Point Of Contact) for questions/concerns etc. for prospects. CQ Soldiers need to have access to the web and a device AT ALL TIMES during their shift. During the shift, any important questions/answers etc. are forwarded to the appropriate MILSIM player/S-Shop. Conclusion CQ is a 24 hr/7 days a week duty. It's in charge of the company barrack/CP area and is the representative of the company commander and first sergeant, in their absence. For Arma, CQ can be used to:
  • maintain a constant on-line presence for MILSIM server use
  • maintain a constant on-line presence for MILSIM website use
