They spawn at night in Low-Income districts. Such as Strawberry, La Mesa and such.

They spawn at night in Low-Income districts. Such as Strawberry, La Mesa and such.

They also spawn on different streets in Vinewood too

Vinewood. The road near Lester's house, usually one by the 24/7 store not far from the El Burro Heights hair cut place and the nearby Ammunation.

 

And there is almost always one in Sandy Shores near Trevor's place

In Vinewood outside the strip club you can't get in to there's usually a couple. I think its across the street from the parking lot with the random valet.

Theirs a few hookers near the police station that has the impound lot. Just go near train station, and you'll see 3 of them.

If you care about 100% completion, you will have to "receive service" in order to get 100%.

Under the big archway at the start of the boardwalk that leads to the ferris wheel & rollercoaster, easiest one to remember.

I only know because i used their services to get Adder Bonds :D

 

Also on Vinewood by the Walk of Fame in the side streets and also in front of the strip club on that same road down the street from the Eclipe Towers

They really are all over the place. I used to think they were hard to find as well but they're really not.

 

As others have said, they are almost always on Vinewood Blvd, just off Vespucci beach and near the the La Puerta marina, under the tunnels near the strip club as well as various areas in the hood and such.

When you switch to Michael, the switch scene where he walks past the hookers, if you wait a 'client' will pull over and you can follow them, they'll usually find a secluded spot. The animations are the usual 2, you don't seem to be able to interrupt them although I didn't try killing them. If you have a tow truck, you can tow them while they're having a nice bit of how's ya father. They don't stop until they're finished. The hooker will get out the car still, even at speed.

 

Did you know there's a hooker who looks a lot like one of the GTA 3 hookers? She has a red jacket, white fur around the collar. Fun hooker facts :p

 

You get some around vinewood, im guessing a higher class hooker.
