Assuming you had Steam Cloud enabled, that should have any game achievements and items on the item server.However, single player games might save status of a current game to one of various locations on your hard drive, and if you did not save those elsewhere that you can still access, those may be gone forever.In hindsight it would have been a good idea to have used Steam to back up your games to another or external drive before doing the format/reset. That would have least saved time not having to download games again if they are large or you have slow Internet. I see, I actually made a backup from the steam and 'my documents' files, just in case, but I was hoping not to need them, at least not all of them.
