The joker killed him before arkham asylum so how is he alive? I assume it's a similar situation in this universe, but we don't know for sure.

Actually, Jason was brought back to life due to Superboy Prime punching (literally) a hole in time, causing certain events to be set back, bringing Jason back to life, however, he was not in a stable mental state. He was basically a zombie. He was then dipped in the Lazarus Pit by Talia Al Ghul which returned him to a (questionably) more stable mental state, however, it did affect his mind. Mar-vel has managed to stay dead for over 30 years, and yeah, origin related deaths tend to stay dead. Legion of Superheroes deaths tend to stick as well.
