When and why would you put que in front of it?

Está, not es, since the bathroom is a place, not a special event.

I was always taught to say ¿Dónde estan los servicios? I think ¿Dónde esta el baño? would mean Where is the bath?, as in the bath tub itself. Perhaps it is the European vs American regionalism, like in English. I'd ask where the toilets are rather than the bathroom/washroom.
