Question for Pokemon Sapphire

How I get a water Pokemon without rod? Cause I can't get the rods anymore because I don't have water pokemons to go there and I need it for using surf:S

You don't necessarily need a water-type Pokemon to be able to use surf.Zigzagoon is able to learn surf, as well as many others.Try experimenting a bit.

If you are to far in the game and you can't go back and you don't have hm fly or and you don't have any Pokemon that can learn surf anymore and you can't swim back to get zigzagoon or makuhita or Pokemon that can learn surf what can I doooo
