Depends which version we’re talking about. There aren’t many solid answers though sadly.

The classic ‘New Earth’ comics version joined the Teen Titans when she was 18. By the time the New Earth continuity got bulldozed by the New 52 an awful lot had happened, so I felt several years must have passed. I don’t know if we have confirmation on her age, but I’d guess early 20s, probably 23-ish by the end.

Her cartoon Teen Titans TV show self is an unconfirmed age, and just how much she ages throughout the show is unknown (definitely for longer than 1 year though). I’d put cartoon Starfire at 16, personally (I vaguely remember reading that somewhere). That would put the Teen Titans Go! version of Starfire at probably the same age.

New 52 Starfire’s age is not revealed ever, but I personally felt she was probably early to mid twenties, let’s say 23?

Her solo comic series felt de-aged compared to her New 52 RHaTO version. She was still technically the same character, but I honestly felt she was about 20.

As for her latest Rebirth incarnation, the comic’s artist, Jonboy Meyers confirmed she was between 18 and 19 years old (here).

Because Kori’s age is so ambiguous most of the time, I don’t think we can definitively say she has been de-aged, but I do think it’s the informed and most-likely position to say she that has.
