In order to evolve Eevee into Glaceon, you need to raise its level at the tall grass surrounding the Ice Rock at Route 217.

You can raise its level by battling or by simply using a Rare Candy.

Ice Rock Location

The Ice Rock can be found at the back of the northernmost house in Route 217, situated near the tall grass.

If you are having diffuclty seeing through the blizzard, hug the trees on the right side of the screen until you reach a house.
