In order to evolve Haunter you will have to trade him to another trainer. This has to be an actual real person, there is no AI that you can trade with. You can get lucky sometimes with the Mystery Trade, but that is super random. If you can find someone to trade with, make sure you trust them or they might just keep the Gengar. The best way to do it is to have both parties trade Haunter to each other so you both have Gengar. That way even if they keep it, you still have one.
