Much like it does in the mainline Pokemon titles, Hisuian Growlithe requires a special evolution method to become Hisuian Arcanine and sadly, just levelling it up won't do the trick. Thankfully, however, the actual method is probably even easier than that.

To evolve Hisuian Growlithe into Hisuian Arcanine in Pokemon Legends: Arceus players will need to use a trusty Fire Stone.

Once you have acquired both a Fire Stone and a Hisuian Growlithe, you will need to go into your items and use it on the Pokemon.

Fire Stones can be acquired from the Trading Post in Jubilife Village prior to being used on Hisuian Growlithe.
