HM03, Surf, isn't just one of the strongest Water-type moves in "Pokemon Red," it is also essential for reaching the Elite Four and completing the game. Like each of the HMs before it, Surf is hidden within the game world; to be more precise, the Safari Zone. Even when you know where to look, you then have to contend with the 500 step limit in the Safari Zone so planning each step out is crucial. Before looking for Surf, make sure you have defeated Gym Leader Koga in Fuchsia City, as the 5th gym badge is a requirement for using Surf.
Go to Fuchsia City. Pay the 500 Poke dollar entrance fee to enter the Safari Zone north of the city.
Walk northeast to locate the Area 1 exit of the Safari Zone. You want to migrate toward Area 2. Walk east until you come to a patch of tall grass, and then follow the steps you see to the north.
Walk west and down the first set of steps you see. Keep walking north; you will run into another set of stairs.
Walk up the next set of stairs you see, and then bear right. Keep walking north form here until you can start walking west near the top of the zone. Once you can start walking to the left, keep walking west until you find the Area 2 entrance.
Keep heading west once you have entered Area 2. To the north of you, you will find a set of stairs. Go up the flight of stairs, and then take the adjacent set of stairs down around to the other side. Walk west until you reach the Area 2 pond, and then begin to walk north.
Walk east until you reach a patch of tall grass, and then head north. Once you reach the top of the map, make a left and continue west until you reach another area of tall grass.
Walk south from this patch of grass until you find the entrance to Area 3. Once you have entered Zone 3, continue south until you find a Poke Ball with the warden's gold teeth. Pick this up on your way to his house.
Backtrack to the entrance of Area 3, and then head west. Here you will see a small house where the warden resides. Enter the house and talk to the warden. He will give you HM03 in exchange for his teeth.
