Julianna will randomly appear throughout your quest to throw things for a loop -- but only if there's another Visionary in the level. You'll get a notification that she has infiltrated the area and she'll lock the exits to make it harder for you to escape. You don't have to defeat her to survive, but why not get some extra slab upgrades and some Residium?

Spotting Julianna is tricky, as she disguises herself as another Eternalist. However, this may also give her away. If you've cleared an area and suddenly see an Eternalist walk around, you know it's her. Also, inexperienced human players coming after you as Julianna may not move like the AI, which is an easy giveaway. AI Julianna also likes to taunt you, so listen for her talking when she's closeby. It's a good way to know what direction she's in.

In some stages, like Updaam, Julianna often spawns high up, attacking you from the rooftops. She can also make herself invisible, so sit still and survey the entire area to see if you can spot her.

You can take out Julianna with headshots, concentrated fire, or explosives, but she's also very susceptible to staggering with kicks. When she's close, kick her and then follow up with melee combat.

Finally, bringing turrets to the party is always a good idea. You can have them flank your position to prevent Julianna from surprising you, or place them high up to reduce the number of hiding places.
