You must be doing something wrong. I run my own server for me, and my friends, on my PC. It works perfectly fine assuming you set it up correctly in the first place.

Select Host. Choose your passwords. No spaces in the server name or it wont accept it. Let the CMD propt come up. Let it run. This will take some time. When the screen populates and gives a competion time, keep that instance of shootergame.exe running and go to your common/ARK/ShooterGame/Binaries/Win64 and run "shootergame.exe.
