There is no way to turn off an Apple Pencil.

Best you can do is to disconnect/turn off its Bluetooth connection and make sure you keep the Apple Pencil charged all the time to at least 10%-15% charge or greater.

Never let that tiny Li-ion battery in the Apple Pencil deplete to 0% and stay in that condition for a prolonged period of time.
