The sister size for a 38DDD is a 40DD. I am the same size as you and often must substitute with the sister size because mine isn’t available. I do know from past experience that there has been times when I've order a larger size around the under part of the bust, it will sometimes fit, not sure why but the cup was larger. The lift you might need, may also be achieved by buying a dress or blouse/shirt, having it's own built in bra, you will have double support with the strapless bra and the built in bra, in turn a better lift. I also was tripple (DDD) so I know what you are going through. The above things is what helped me.
