I've seen a pending mission to turn in that requires me to see Captain Jarol at Starfleet Academy. To claim the very rare Excomp Duty Officer reward from him. I do see the area where I have to go to on the map. Which is where Lieutenant Ferra is, which asks me if I spoken to Captain Jarol. Unknown. To find out when that is running you need to check your Event Calendar. The next one, as of this post, is August 25 - August 29 2016. He is located at Star Fleet Academy in the same building as Lt. Ferra (located in the upper left corner of the map).
