Chief started out by being "only" 7 feet tall, this changed over time to 7.2 and 7.4 f tall. In am pretty sure in a few years chief will be around 7.8f or so tall. Same and double of that goes for Astartes. Their height in rogue trader and deathwatch is being said to be 7 f tall. The Horus Heresy says they are around 8 feet tall. The newer fluff say they are around 7.5 ish feet tall, but Primaris Astartes are then in turn around 7.7-8feet tall. Some older fluff states Astartes to be "twice as tall as an average man" meaning probably around 9-10 foot tall. Really, the only consistency of it is the inconsistency of it all. Also the pic you used. The company that made that cutscene had no idea about generell proportions and that Palmer was also supposed to the 6.9 feet tall and assumed she was just average sized.
