Starter (Venusaur, Charizard, and Blastoise) Mega Stone Locations

The Venusaur, Charizard, and Blastoise Mega Stones can be found in Pallet Town after beating Cinnabar Island gym, before fighting Viridian City gym. They are given to you by Blue and Professor Oak.

Mewtwo Mega Stone Location

The Mewtwo Mega Stone can be found in Cerulean Cave in the location where you originally catch Mewtwo -- it's your reward after fighting Green.

Inside the Pokemon League entrance, wearing the Slowbro outfit, a Stone Salesman will sell you the remaining Mega Stones for $30,000 each.
