Similar to Vampires, any Sim can be a mermaid, and if they are one they will gain several special powers.
The process to turn a Sim to or from a mermaid is easy. Rather than needing to get a Sim who is already a mermaid to turn them, the process involves an Aspiration Reward. When your Sim has 500 satisfaction points (which can be collected through chasing an Aspiration or fulfilling the Sim's Whims), you can pay for a single serving of Mermaid Kelp in the rewards menu. Buying it will immediately add it to that Sim's inventory, although they can give it to someone else.
When a Sim eats the Mermaid Kelp, there will be no special pop-up. However, if the Sim then enters open water such as the oceans of Sulani, they will immediately turn into a mermaid with randomized clothing and a randomized fin.
Mermaids have a human form and a mermaid form, and they will automatically toggle between the two depending on whether they are in water or not. The form cannot be manually changed; you can't force a mermaid to flop about on land, for example. The specific appearance can be customized by interacting with any dresser or closet and using the "Plan Outfit" interaction. Sims who are created as mermaids in Create A Sim will see similar options, and a Sim's outfits and makeup can be different between forms.

To turn a Sim back from a mermaid, they will need to eat two servings of Mermaid Kelp. It can be purchased from the aforementioned from the rewards menu, or found while diving or exploring the cave on Mua Pel'am Island. It tends to be an uncommon find though, so buying it from the rewards menu is usually the best option.
Mermaid PowersWhen a Sim becomes a mermaid, their Hygiene meter is replaced with a Hydration meter. Functionally this is little different; it will empty when the Sim does a dirty activity and will fill when the Sim is in water. However, it will drain faster than the standard Hygiene meter.
The Hydration meter serves a dual purpose. When a mermaid is in water, they will be able to access a variety of powers that cost Hydration to execute. These powers range from the mundane (changing the weather pattern if the Seasons Expansion Pack is also installed) to the selfish (using a Siren's Call to drain the meters out of a Sim to fill their own). If a power has a cost, it will be displayed on the screen in the pie menu.
Note that some powers are self-targeted, some are water-targeted, and some are Sim-targeted. The latter is shown in the above screenshot where the mermaid is interacting with the bearded stranger. Powers are available through a "Mermaid…" category in the pie menu regardless of the target.
One power that only functions in Sulani is the ability to call a dolphin. Once called, the dolphin can be fed, interacted with, and even renamed.
Your dolphin friend can help with the mermaid's Social or Fun meters, but otherwise can't help out with any real goals. He's fun to play with though!
Note that none of a mermaid's powers are fatal. Even the Siren's Call, which drains all of the target's meters to refill the mermaid's meters, only cause a debuff on the target. This could be why no Sim draws debuffs from witnessing or being near a mermaid; they're safe to have around and befriend even with the Evil Trait.
