Program Updates

New Property Owner Consent Requirements 

Registration cards issued on or after January 1, 2026, will be required to have the consent form signed by the property owner witnessed by a notary public if the patient or grower is not the owner of the property. The consent requirement will also now be required for medical marijuana processing sites. For more information see the Property Owner page.

New Division 8 Rules Effective January 1, 2026

The OMMP has completed rulemaking for Division 8 rules related to patients, caregivers, growers, dispensaries, and processing sites to implement 2025 legislation and make technical updates. For more information please visit the Rules and Statutes page or see Information Bulletin 2025-02. 

Petition to Add New Qualifying Condition

OHA has issued a Notice of Intent to Deny the petition to add Female Orgasmic Disorder (FOD) as a new qualifying condition for the medical use of marijuana in Oregon. See the notice below for full details.

Reporting and Tracking Requirements

How to determine who is required to report (pdf) 

If you are required to report, you must use either the Cannabis Tracking System (CTS) - OR - the Oregon Medical Marijuana Online System (OMMOS). Visit our updated Reporting and Tracking page to read about requirements for your specific registration type. Grow sites that are required to use CTS must designate a GSA.

We are currently reviewing applications received: January 26th, 2026  to January 29th, 2026

  • For complete applications received during this time, cards will be mailed within 7 to 10 business days.
  • For incomplete applications you will receive a letter, or an email if you applied online, advising what is needed to complete your application. Please be sure to check your spam or junk folder for an email.

Receipt Information

Beginning June 2, 2016, receipts are issued to applicants who submit a complete application per ORS 475C.783(2). The receipt has the same legal effect as a registry identification card for 30 days following the date on which the receipt was issued.

  • Receipts are only issued to the applicant.
  • The OMMP does not have the authority to issue second receipts or extend the time on receipts.
  • If you have an error on your receipt, please contact us.
