Try Settings > General > Shut Down

The procedure to shut down on the new iPad Air is somewhat different. At the same time, tap and hold both the fingerprint button and the volume up or down buttons for a couple seconds. After doing this you will see the familiar slide to turn off prompt.

have your tried to go on settings, on general and scroll all the way to the bottom and press shut off?
