Someone calls me and leaves me a message ...what’s the maximum length of time for that message? Can I set limits on the length of the message that someone can send me ?

Check your carrier’s web site for their voicemail system settings and features - e.g. for AT&T see https://www.att.com/shop/wireless/features/visualvoicemail-sku3820313.html. They store 40 messages each of up to 4 minutes in length. There are no customizable settings other than setting your own greeting.
AT&T also offers a voicemail+ system that has more storage and I think provides a web interface for your messages as well. That for-fee premium voicemail service may have more customization options.

Most voicemail features are carrier specific -- if your phone is turned off and then run over by a truck, your voicemail will still work. With Verizon, the maximum length is 3 minutes: https://www.verizonwireless.com/support/voice-mail-comparison/
