How to Get Quilava
From Professor Laventon in Jubilife Village

When you choose to join the Galaxy Team's Survey Corps, Professor Laventon will entrust you with one of three available starters.
Quilava is the second evolution of Cyndaquil, and can be obtained by choosing it as your starter.
