Background
The Respiration enchantment extends how long you can breathe underwater. It also helps you see better underwater.
You can add the Respiration enchantment to any helmet or leather cap using an enchanting table, anvil, or game command. Then you will need to wear the enchanted helmet to gain the extended underwater breathing time.
The maximum level for the Respiration enchantment is Level 3. This means that you can enchant an item with up to Respiration III. The higher the level, the more powerful the enchantment.

Items to Enchant with Respiration
In Minecraft, you can enchant the following items with Respiration:
How to make an Enchanted Book
How to make a Netherite Helmet
How to make a Diamond Helmet
How to make a Golden Helmet
How to make an Iron Helmet
How to make a Leather Cap
How to make a Copper Helmet
How to make a Chain Helmet
How to make a Turtle Shell
How to make a Dyed Leather Cap Wear the Enchanted Helmet
Once you have a helmet/cap that is enchanted with Respiration, you need to wear the enchanted helmet. You will not gain the extended underwater breathing time until the helmet is worn.

Move the helmet/cap with Respiration from your inventory to your character's helmet box.
You will see your character's appearance change as the helmet is worn.

Now that you are wearing the enchanted helmet on your head, you will be able to breathe underwater for longer without running out of air.
