Yeah jiren by powering up was able to resist stage 2 time stop, and Goku is even stronger so he scales.

I mean like, two resistance layers. Hit couldn't stop Jiren so Jiren resists but his time leap did stop Jiren but Jiren powered up and resisted it.

Also, if Sakuya has access to her optional equipment, transmutation, soulhax, power null, supernatural luck, and multiple methods of resurrection kinda tilt the odds in her favor. Gonna go with Sakuya for now.

No, but again is it her first move??. Goku UIS first move is full powered attack, he is not holding back in this form

3rd UIS can oneshot her if Sakuya is baseline or slightly above baseline. MUI is out of her league in term of AP, but idk a shit about her so........ @.@

Should be 2 layers resistance. Btw what does she do after timestop and how long is it?

Although, how much does Saku's time stop have in terms of direct potency? She doesn't have RN listed in her normal P&A.
