ThirdShift I'm shipping a lower to have it engraved. It's registered as a rifle with the ATF. The engraver is an FFL, so I can ship directly to them. No issues. Can I ship this as a rifle through USPS? Or do I need to ship as a handgun through UPS/FedEx? It's a completely stripped lower. #1 · Dec 16, 2015 I'm shipping a lower to have it engraved. No you can't ship it. If not, you must ship via UPS or Fedex, next day air. Only a FFL can ship via USPS. Did this last week. GeorgiaCarry #3 · Dec 17, 2015 Awesome. Thanks. #4 · Dec 17, 2015 Double check that first. I thought an owner could only ship a long gun to the "maker" via USPS, not to just someone with an FFL. IE, I can ship my Ruger rifle to Ruger, but not to a custom rifle gunsmith, but I may be off track here. Just don't want to see you get jacked up at the PO . . . Since your lower receiver was "registered" as a rifle, it falls within 12.2. #6 · Dec 17, 2015 I decided not to be a test case. I'm shipping UPS Ground. I don't get to play "is it or is it not a Federal crime" game. Regardless of any and all questions, it's not a handgun. Therefore I can ship it ground. Go me. The enchanted metal inside a cardboard box becomes a spell-storing capacitor. If a wizard affixes a USPS shipping label onto the bewitched package it becomes a horcruxes of Voldemort and will attract Dementors to suck out your soul. The Grand Magi of UPS, however, have developed an otherworldly technology and incorporated it with their shipping labels; a long-lost alchemical substance known only as "common sense". When a UPS mage uses "common sense", the bewitched package becomes...well...just a package, safe for anyone to handle.
