What's considered light weight depends on the width of the wheel. You can have a 17x10 wheel that's 20 lbs, and that's still pretty light. For stock size 17x7, I'd say anything 18lbs and under is light. For $1000 including wheels and tires, that'd limit you to mostly Rotas, heheh. That, and maybe MB rims from tirerack.
