Swarm Pokemon, also called mass outbreaks, change daily and only appear in the reported location. They'll increase the chances of catching certain Pokemon from 0% to 40%.

How to Find Swarm Pokemon
Swarm Pokemon, or Mass Outbreak, is only available after you've unlocked the National Pokedex. If you're still haven't done that, check out our guide on How to Unlock the National Pokedex.
Once Professor Oak has given you the National Pokedex, speak to Lucas/Dawn's sister in the house south of the Pokemon Lab in Sandgem Town. After talking to her, go the route mentioned, and you'll be able to see the outbreaks of Pokemon in that area.
Though you can see them just like Pokemon in the Grand Underground, Swarm Pokemon will run away as soon as you approach them. But don't worry, just run around in the tall grass, and you'll quickly trigger a wild encounter with them.
These mass outbreaks last only one day and are random.
- You could also check for mass outbreaks by watching the Sinnoh TV in any random house or by opening up your menu screen.
If you're looking for a specific Swarm Pokemon, you could join someone else's multiplayer session to experience the same outbreak as them. Changing the date on your Nintendo Switch or soft-resetting the game will not change the specific Swarm Pokemon you have for that day.
