She asks if she would come back to wash her hair, like she did for years and years when she was growing up from infancy to childhood. She's referring to how lovingly her mother washed her hair, and the tender love of a mother. First she says "Oh, wash my hair like you washed my hair for years and years." then she says, "Who'll was my hair, like you washed my hair for years and years?" Since her mom has passed away, she's filling her in on the details of her life. She is telling her passed mother that she found a man that loves her so, like her mother loved her so. Saying the word "finally" indicates that she has had hardships in life with love. She has come full circle, first with the love of a mother and now with the love of a soul mate.
