Wither Skeletons spawn in Nether Fortresses. You can dig out the walls to expand things slightly. One fortress in the world will spawn wither skeletons within the boundary of the entire fortress; most will only spawn skeletons in the actual rooms or on the actual paths. The chance that a wither skeleton drops a skull is 2.5% when killed by a player, which can be raised up to 4% with Looting III. Rollback Post to Revision RollBack

I have had good success by creating a "killing ground." Find the crossroads in the nether fortress; the place where the bridges cross, then expand it by knocking down the railings and making a flat area, the larger the better. Knock down the outer walls and pillars for nether brick to build with. Half slab the surrounding area to increase spawn rates on your killing ground. This strategy has two benefits, one of them being the increased spawn rates. The other is, with a large flat area, you have plenty of room to maneuver. This makes it easy to avoid Blaze mobs and you can sneak up, so to speak, on wither skeletons because they do not detect you for, say, 30 blocks. You can essentially stand in the middle and wait for them to spawn around you. With a looting sword, you can increase your chances of obtaining wither skulls. It still takes a while. You will kill many wither skeletons before you get any skulls, but at least you won't lose any chances because they fall off the bridges before you can get any drops, and it makes it very easy to fight ghasts, because you will not be fighting them with netherrack under you. I got a ton of blaze rods and ghast tears using this method. ATTACHMENTS

I've never heard of this; is there a particular fortress that does this? All the Wiki says is that they spawn anywhere within the bounding boxes of an entire fortress, not limited to any particular area and nothing about "special" fortresses:
The spawning algorithm checks if a chunk has a fortress within it. The algorithm then checks for the "bounding box" of the original fortress. It then allows mobs to spawn up to 7 blocks above the walkway, if there is a block beneath them. The entire width of Nether fortresses are taken into account, including junctions and special areas.

TheMasterCaver's First World - possibly the most caved-out world in Minecraft history - includes world download. TheMasterCaver's World - my own version of Minecraft largely based on my views of how the game should have evolved since 1.6.4. Why do I still play in 1.6.4?

You can see here that it calls two methods to try to test whether it should use the special mob list for fortresses: this.c.b(i,j,k) and this.c.d(i,j,k). The first looks for whether the spawn is within the bounding box of each piece of the fortress (i.e. each walkway, corridor, and so on). This is "most will only spawn skeletons in the actual rooms or on the actual paths". The second find the first fortress in the world that returns true for the d() method, which all fortresses do. And then it checks if the spawn attempt is horizontally within the bounding box of the entire fortress complex and that the spawn attempt is on nether brick (I forgot to mention that part in my original post). This is "One fortress in the world will spawn wither skeletons within the boundary of the entire fortress". Rollback Post to Revision RollBack

So if one avoids finding a second fortress then the first one should always be the special one, right? (Unless one got close to one without seeing it.) Rollback Post to Revision RollBack

    Just testing. :P

Ok I see quite a bit of misinformation here so I will add in what I know to be fact as of 1.7.5. -Wither skeletons spawn as a rare mob when the game spawns skeletons in nether fortresses. -These will only ever spawn on an actual fortress walkway, + about 2 blocks to either side. -All fortresses can do this, there are no "special" fortresses Those are the basic rules special to withers. A couple others are important too. -Wither skeletons share a mob cap with all other nether mobs, so every pigman and magma cube you see is a wither you can't get. Half slabbin the area around your fortress is pretty much a must for good spawn rates. -Withers follow the same spawning rules, as far as numbers go, as other mobs. I routinely get 3-5 withers spawning at a time in my wither skull harvesting area. My best advice to get started. -Find the flattest fortress you can, with as few staircases as possible. -Flatten it. All of it to the floor level which will allow the most spawning spaces on the fortress. -Put a series of 2 block tall barriers so you have somewhere to hide when 5 of them are chasing you :P So I started building my wither skull hunting area using these guidelines about a week ago. By the second day of construction, I had already gotten 21 skulls(loot3 sword ofc). It works so well due to the fact its so large I can run back and forth across it, forcing things like pigmen to despawn and generating new spawns. When I get home from work I will post a pick of it, although its just as I described it, a flat as hell nether fortress :P Edit- I suppose its important to mention that I say "What I know to be fact as of 1.7.5" is from my personal experiences. Take it for whatever thats worth :P Last edited by JSPRINGY: Jul 23, 2014 Rollback Post to Revision RollBack

Actually...see here, and , and anomie's post #8 in this very thread, two posts above yours. All fortresses can spawn skeles in the rooms and hallways, true (or even the bounding boxes where the rooms and hallways used to be, even if they're no longer there.) But, there is also one "special" fortress (one at a time, although which one it is can change over time) where in addition to this, they can also spawn on any nether brick block within the entire bounding box of the whole fortress itself. On topic: if you don't want to use this "cheaty" method of farming them above the nether (or you can't find a suitable nether fortress, sufficiently isolated from any others) then I like to use : Rollback Post to Revision RollBack

You think magic isn't real? Consider this: for every person, there is a sentence -- a series of words -- which has the power to destroy them.

Yeah, I saw his post and I know the wiki, but the special fortress feature is far to unreliable to use, best to pretend it doesn't exist imo :P I stand by my statement, if someone follows my recommendations, they will get plenty of wither skeleton spawns. The best part is, its not "cheaty" at all ;) Rollback Post to Revision RollBack
