A salvage-titled vehicle must go through the rebuilt inspection process before a rebuilt title can be issued on vehicles that require titles. Vehicles must go through the rebuilt process if:
- Branded “Salvage” in Georgia.
- Out-of-state branded “Salvage,” “Flood,” “Water,” “Fire,” or “Total Loss.”
- Tractor cab restored with a glider kit.
Obtain a rebuilt title from a salvage title
To obtain a rebuilt title from a salvage title:- Be a Licensed Rebuilder
Anyone who purchases a salvage or wrecked vehicle for the purpose of restoring or rebuilding must be licensed as a rebuilder.
- Pass Inspection
When the vehicle is restored, but before it is painted, it must pass inspection by one of the Department’s state inspectors or approved private inspectors.
- If using an approved private inspector,provide these documents to the inspector:
- Current salvage title
- CompletedForm T-22R Request for Inspection of a Rebuilt Motor Vehicle.
- If using an approved private inspector,provide these documents to the inspector:
- Apply for a rebuilt title, if vehicle passed inspection by an approved private inspector
Once the vehicle has passed inspection, gather the following documentation:
- One or more photographs of the vehicle in its salvage/wrecked condition before any repairs are made.
- Completed and signed Form MV-1 Title/Tag Application.
- Original valid salvage title issued in the vehicle owner’s name or properly assigned to the owner.
- Completed and signed Form T-129 Labor and Parts Certification.
- Provide receipts for new or used parts used to restore/rebuild the vehicle including:
- Part names and stock numbers
- Show the vehicle owner or rebuilder as the purchaser of the parts. (The rebuilder’s name, as shown on the parts receipts, must be shown on Form T-129.)
- For used parts, show the part name and the vehicle identification number (VIN) of the vehicle from which the part was taken.
- Parts vehicle must have a title on file with the Department or the parts vehicle's title must be submitted at the time of the application.
- If the parts are from another state, provide a letter of certification from the other state.
- Copy of rebuilder’s license.
- Check, money order, or certified funds made payable to the Department of Revenue in the amount of $18 for the title fee.
Mail the documentation to:
DOR/Motor Vehicle Division Attn: Salvage Unit P. O. Box 740384 Atlanta, Georgia 30374-0384
- Apply for a rebuilt title if using a state inspector
If using a state inspector, gather the following documentation:
- One or more photographs of the vehicle in its salvage/wrecked condition before any repairs are made.

Note: All of the above items must be available at inspection. The vehicle must be towed, not driven, to the inspection site.

Obtain a rebuilt title from an out-of-state title that is already branded as rebuilt
Obtain a rebuilt title from an out-of-state title that is already branded as rebuilt:- Pass Inspection
Pass Inspection by one of the Department’s state inspectors or approved private inspectors
If using an approved private inspector,provide these documents to the inspector:
- Current out-of-state rebuilt title
- CompletedForm T-22R Request for Inspection of a Rebuilt Motor Vehicle.
- Apply for a rebuilt title if the vehicle passed inspection by an approved private inspector
Apply for rebuilt title if using a private inspector – if you have an out-of-state title branded as rebuilt. Once the vehicle has passed inspection, gather the following documentation:
- Completed and signed Form MV-1 Title/Tag Application.
- Original valid rebuilt title from the other state issued in the vehicle owner’s name or properly assigned to the owner.
- Check, money order, or certified funds made payable to the Department of Revenue in the amount of $18 for the title fee.
Submit the documentation to either the local county tag office or:

- Apply for a rebuilt title if using a state inspector
Apply for rebuilt title if using a state inspector – if you currently have an out-of-state title branded as rebuilt. Gather the following documentation:
- Completed and signed Form MV-1 Title/Tag Application.
- Original valid rebuilt title from the other state issued in the vehicle owner’s name or properly assigned to the owner.
- Completed and signed Form T-22R Request for Inspection of a Rebuilt Motor Vehicle.
- Check, money order, or certified funds made payable to the Department of Revenue in the amount of $118 for the inspection and title fees.
Note: All of the above items must be available at inspection. If the vehicle has a valid out-of-state registration, it may be driven to the inspection site. Otherwise, it must be towed.
