Complete Mission 26: Seeking the Remaining Plates

Catching Tornadus is one of three prerequisites for finishing the Incarnate Forces of Hisui post-game Request. This request is only available after finishing Mission 26: Seeking the Remaining Plates and speaking to Cogita.
Defeat Volo at Temple of Sinnoh

After getting all the plates, you'll need to battle Volo at the Temple of Sinnoh. It's going to be a series of continuous battles so don't forget to save beforehand.
After completing the mission and defeating Volo, head back to the Galaxy Headquarters to receive another request from Cogita.
Catch in Alabaster Icelands During Snowy Weather
| Steps to Encounter Tornadus in Alabaster Icelands | |

| 1 | Accept Request 94: Incarnate Forces of Hisui. |
| 2 | Go to Bonechill Wastes at Alabaster Iceland when the weather condition is blizzard. This will allow Tornadus to spawn. You can rest at the camp, alternating between Morning and Night to try and trigger a blizzard. You will notice that a blizzard is spewing when there is heavy snowfall and the wind is blowing hard. |
| 3 | Once you have found Tornadus, use a Stealth Spray to get within throwing distance. |
| 4 | Tornadus has a tornado barrier which must be destroyed before it can be captured. Try to acquire plenty of Ball of Mud or Spoiled Apricorn to throw at Tornadus to get rid of its barrier. |
| 5 | Keep throwing Spoiled Apricorns or Balls of Mud at Tornadus when its barrier is down to stun it. When you're in range, make a Back Strike with your Pokemon to begin the battle. |
| 6 | Lower its health until its HP gauge turns yellow and throw an Ultra Ball at it. Repeat the steps above if necessary. |
| 7 | No need to worry if you accidentally kill it. Just return to Jubilife Village and head back to Alabaster Icelands again to respawn Tornadus. |
