About us

Manchester is a town in Hartford County, Connecticut, United States. Nicknamed the "Silk City" -- Manchester was a center of the American silk industry from the late 19th century to the mid-20th century. Today it is home to numerous businesses small and large, many public parks and trails, and the location of the great Thanksgiving Tradition: The Manchester Road Race which attracts thousands of participants each year. Manchester is organized under the council-manager form of government and as of the 2010 census, the town had a total population of 58,241 residents. The Town of Manchester provides its own Police Department, Fire Department, Public Schools, Municipal Water Service, Waste Water Treatment Service, and Landfill. The Public Works Department is comprised of eight divisions providing a wide breadth of in-house services.

    The Town of Manchester recently partnered with O&G Industries, the construction firm leading the development of the new Manchester Public Library, to offer Manchester High School students a unique opportunity to explore careers in the construction industry. Through the O&G Builds program, nine students from the school’s construction career track engaged in an immersive, hands-on experience that brought classroom learning to life. Students were introduced to Lean Construction Management practices, including the use of LEAN boards and “pull plans” that help teams navigate daily challenges and maintain project momentum. They also had the chance to hear from professionals about their career journeys and the essential skills needed for success in the field. This initiative not only showcased the real-world application of construction principles but also inspired students to envision their own futures in trades, engineering, and equipment operation, reinforcing the value of teamwork and responsibility both on and off the jobsite.   For more information on the initiative, please visit: https://lnkd.in/ez9RuaGz

    O&G Builds Expands to Manchester Public Library — Inspiring the Next Generation of Builders A library is a place where people go to expand their knowledge, and for a few lucky Manchester High School students, that learning happened behind the scenes of a real library under construction. O&G’s newest O&G Builds program launched at the Manchester Public Library, welcoming Manchester High School students for an immersive, hands-on introduction to construction. For most, it was their first time on a project site, and a chance to connect classroom learning with real-world experience. Led by Senior Project Manager Nelson Reis, along with Project Manager Nick Sanguinetti, Project Engineer Elvis Zea, and Superintendent Jim Perault, the session covered Lean Construction principles, safety practices, and sustainability features including geothermal wells and photovoltaic panels that will power the library’s microgrid system. “Our goal is to open doors and show students what’s possible,” said Reis. “Communication, teamwork, and reliability are just as important as technical skills.” Read more about how O&G Builds is shaping career pathways: https://lnkd.in/ez9RuaGz #OandGBuilds #ConstructionEducation #WorkforceDevelopment #LeanConstruction #CommunityBuilding #ManchesterCT #CareerPathways #TheGoldStandard Town of Manchester, CT

    Manchester has been recognized for achieving Sustainable CT Gold certification. Sustainable CT, a statewide initiative that inspires and supports communities in becoming more efficient, resilient, and inclusive, announced this fall’s list of certified communities. Manchester met high standards in a broad range of sustainability accomplishments to qualify for the prestigious Gold-level certification. “Earning Gold Certification is not just a milestone, it’s a reflection of Manchester’s values,” said Mayor Jay Moran. “From expanding clean transportation options to supporting diverse housing and vibrant arts, we’re building a future that works for everyone. We thank Sustainable CT for recognizing Manchester’s efforts and look forward to continuing this important work.” In its application for Sustainable CT certification, Manchester demonstrated significant achievements in thirteen sustainable impact areas, ranging from inclusive community building, thriving local economies, and vibrant arts and culture to clean transportation and diverse housing.     Government Finance Officers Association of the United States and Canada (GFOA) has awarded the Certificate of Achievement for Excellence in Financial Reporting to Town of Manchester for its annual comprehensive financial report for the fiscal year ended June 30, 2024. The report has been judged by an impartial panel to meet the high standards of the program, which includes demonstrating a constructive "spirit of full disclosure" to clearly communicate its financial story and motivate potential users and user groups to read the report. The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management. 🎉

    The Town of Manchester proudly marked another major milestone in the construction of its new 21st Century Public Library with a ceremonial “Topping Out” event held on Monday July 21 at the new library location at 1041 Main Street. Dozens of community members, volunteers, construction workers, elected officials and town staff attended the Topping Out event. This time-honored tradition marks the structural completion of the project and recognizes job site safety. The new public library, a cornerstone of Manchester’s commitment to lifelong learning and civic engagement, is poised to become a vibrant hub for education, connection, and innovation. Designed to be inclusive, flexible, and future-focused, the facility will offer dynamic spaces for all ages, including dedicated areas for children and teens, expanded technology access, educational and community health resources, and multipurpose community rooms. Mayor Jay Moran expressed deep appreciation for the teams and residents who helped bring the vision to life, stating, “This library represents the heart of our community’s future. Today’s beam topping is more than just a construction milestone—it’s a symbol of the Town’s investment in learning, opportunity, and coming together. I’m proud of what we’re building, and even prouder of the people behind it.” Town Manager Steve Stephanou added, “Manchester is redefining what a public library can be. This facility reflects the values and voices of our residents and positions us to meet the evolving needs of the 21st century. We’re excited to watch it take shape and serve generations to come.” The library project is one of several public investments being made by the Town in Downtown Manchester and the surrounding area. Other projects include The Oak skate park, pump track and soccer complex, redevelopment of 942 Main Street, the Downtown Improvements Streetscape Project, and the redevelopment of Nathan Hale school. Many of these projects have secured state, federal and private funding to limit the cost to Manchester taxpayers. The 21st Century Public Library project remains on schedule, with a grand opening anticipated in Summer 2026. The Town invites all residents to follow the progress and look forward to future updates, events, and community input opportunities.

    Town Manager Steve Stephanou is pleased to announce the appointments of Kasia Purciello as Deputy Town Manager and Joel Cox as Assistant Town Manager, effective July 1, 2025. These strategic leadership appointments reflect the Town’s ongoing commitment to delivering exceptional service to the Manchester community. Both positions will assist the Town Manager in providing administrative management of Town operations and help oversee the effective delivery of services to the community, consistent with the Board of Directors’ policies. Kasia Purciello has over 10 years of experience in public administration and has served as Assistant Town Manager in Manchester since 2022. Prior to joining Manchester, she served as Assistant Town Manager in Enfield, CT from 2019-2022. Her deep understanding of municipal operations, collaborative leadership style, and steadfast dedication to public service make her exceptionally well-suited for the role of Deputy Town Manager. Joining the Town's executive leadership team as Assistant Town Manager is Joel Cox, whose background in municipal programming and passion for community-centered policy will be instrumental in further advancing Manchester’s strategic goals. Mr. Cox has held the position of Director of Human Services in Manchester since 2019, a title he will keep in his new role, where he has demonstrated a strong capacity for innovation, civic engagement, and effective program management. “These appointments mark an exciting step forward for Manchester,” said Town Manager Steve Stephanou. “Kasia and Joel bring complementary strengths, forward-thinking approaches, and a deep respect for the people and values that shape our town. I am confident they will help lead Manchester with integrity, creativity, and purpose.” As Deputy and Assistant Town Managers, Ms. Purciello and Mr. Cox will work closely with the Town Manager and department heads to guide policy implementation, operational planning, and strategic initiatives that reflect the priorities of Manchester’s residents and businesses.     In response to the alarming maternal mortality rates in the United States, particularly among Black women, a new maternal health pilot program called It Takes a Village is launching this summer. The name, derived from the African proverb, “It takes a village to raise a child”, is used to refer to the community support needed to support a child’s well-being and development. This initiative, aimed at addressing significant gaps in maternal health care, particularly during the postpartum period or “4th trimester,” is part of a broader commitment to combat the public health crisis of racism, which was officially declared by Manchester in 2019. “The launch of the 'It Takes a Village' Maternal Health Pilot Program marks a transformative step forward in the fight against maternal health disparities. By uniting communities, leveraging resources, and prioritizing equitable care, this program exemplifies the power of collaboration to create a healthier future for mothers and families. It truly underscores the principle that no one should face the journey of motherhood alone.” The U.S. maternal mortality rate is higher than that of many high-income nations, with Black women facing a staggering three times higher risk of death during childbirth compared to their white counterparts – most deaths, over 80%, are likely preventable. Research indicates that social and economic factors, including systemic racism and chronic stress, are key drivers of poor maternal and infant health outcomes. Data reports that two of three maternal deaths occur after childbirth during the postpartum period, and according to The Commonwealth Fund, strengthening postpartum health services should be a priority.     The Town of Manchester is proud to announce it has received a 2025 Excellence in Risk Management Award from the Connecticut Interlocal Risk Management Agency (CIRMA). Manchester received the award for its exceptional commitment to community safety and collaboration through a comprehensive emergency training program for lifeguards. This initiative unites the Fire Department, Police, Ambulance Service of Manchester, and Department of Leisure, Families, and Recreation (LFR) in conducting surprise, unannounced drills that equip lifeguards with vital lifesaving skills and ensure a seamless emergency response. Manchester’s proactive approach has also led to significant strides in risk management across other areas, supported by CIRMA’s consultative services and assessments in playground, aquatic, and ergonomic safety. The Town’s dedication to these initiatives, guided by Director of Finance Kim Lord’s involvement on CIRMA’s Claims Advisory Committee, underscores a shared commitment to safety that benefits staff and residents alike. “We are honored and humbled to be receiving this award”, said Battalion Chief Matt Leroux and Recreation Supervisor Josh Charette. “It is a testament to the collaboration between town departments working towards the goals of protecting the safety and health of our residents”. “This recognition is proof of Manchester's unwavering commitment to community safety and innovation.
