On your first visit in Victory Road, the path to Route 224 will be blocked by an NPC who states that he'll size you up. This guy will leave after you obtain the National Pokedex from Professor Oak.

| Steps to proceed through Victory Road (1st Time) |
| 1 | Travel to the east, and cross the bridge. |
| 2 | Use Rock Climb to go down. Then, go to the west. |
| 3 | Climb the stairs, and head north. Then, take the stairs and exit on the left. |
| 4 | Go to the south. Use Rock Smash to destroy the rocks, and Strength to move the boulders. To pass through the three boulders, first, move the boulder on the right. Then, move the next boulder to the left and the center boulder to the south. |
| 5 | Move the left boulder forward and destroy the rock below it. Then, push the same boulder back. |
| 6 | Destroy the rock to pass through. Then, go to the east. |
| 7 | Push the top middle boulder to the east, and go to the north. |
| 8 | Take the entrance on the right. On the next area, cross the bridge and go down the wall using Rock Climb. |
| 9 | Go northeast, and exit on the right. |
| 10 | Go down the stairs, and use Surf to reach the trainer on the other side. |
| 11 | Surf through the water until you reach the waterfall at the end. Then, use Waterfall to climb up. |
| 12 | Surf to the west and surf again to reach the other side. Then, take the entrance to the left. |
| 13 | Go west, and then south past the trainer. |
| 14 | Go east, and climb up the wall. Then, cross the bridge. |
| 15 | Take the exit at the end. You are now in Pokemon League. |
| Steps to proceed through Victory Road (2nd Time) |
| 1 | From the north entrance of Victory Road, travel south and cross the bridge. |
| 2 | Go down the ledge and climb up the stairs behind the old man. Then, go east. |
| 3 | Go down the stairs and exit on the east. The next area is foggy use Defog to remove the fog. You'll meet Marley here, and she will join you. After every battle, Marley will heal your Pokemon. |
| 4 | You will be unable to use Surf while you are with Marley. Go north and move the boulders using Strength to pass through. |
| 5 | Keep going east until you reach the exit. On the next area, climb the stairs and exit the mountain to reach Route 224. |

If you have obtained Oak's Letter via Mystery Gift, you will be able to encounter Shaymin in Flower Paradise after interacting with the Professor in Route 224.

You can pick up Leftovers after getting access to Victory Road's B1F. Leftovers are very useful for bulky and defensive Pokemon to let them recover health each turn.
The elite four and the champion herself have high level Pokemon so we advise battling the trainers in Victory Road as much as possible so your team can level up as well. Doing this will not only make your team stronger but it will also help you fill your Sinnoh Dex.

After getting the National Dex from Professor Oak, fly to the northern entrance of the Pokemon League and enter Victory Road again. Head inside the once closed off area to the east of the Dragon Tamer trainer and continue going east until you reach a foggy area.
Use Defog and talk to Marley to team up with her. You can't use Surf while you are with Marley and you'll be battling trainers in the area in a double battle. Nothing to worry though since Marley will heal your team every time you finish a battle!
