Hello sir, it is a normal phenomenon of the body which lets the scrotum shrink and draw testes upwards when it is too cold outside. As the testes require 2 degree less temperature from the body for spermatogenesis, they hang below and away from the body, dartos muscles helps in regulating the temperature around the testicles. There is nothing fearful in the size of penis. It will erect normally on arousal with normal blood flow in the penis.
