Thru traffic means cars passing through an area who's destination is elsewhere. It is used in road signs when work is being done on a road and the workers want to limit the number of cars driving down a particular street. So, if you need to go somewhere on that street, you are allowed. If you are just driving "through" to get somewhere else, you are not allowed. It usually isn't very strictly enforced, but people are expected to follow the instruction.

Ok. Here is an example. You live on 1st Street and some road workers are repairing a part of the street. It is difficult to work on the road when lots of cars drive down that road. The workers put up a temporary sign that says "NO THRU TRAFFIC". You are allowed to drive on that street because you live there. You are not driving through (in one side and out the other). Other drivers who do not live on your street are not supposed to drive on it when the sign is up. They must find another way to get to their destination. Does that make more sense?
