You say "te quiero (mucho)" to someone to express affection towards that person but not a romantic or too strong kind of love. You can say that to a close friend or your family members... "Te amo (mucho)" is like the most serious and strong version of affection and you would use this with your family too but also (and maybe mostly) in a relationship. "Te amo" means "I love you" but is not lightly said. Is kind of a strong word to say it at first. And depending on the context some people might be shocked to hear that if they are jot really close. Though you might say that to people as you use "love you" with your friends and family or so...

@yasmeen___ "te quiero" just shows affection but is less strong that using the word Love... it might be like "I like you" but NOT exactly it.
