Indeed, it's not a fragment, but you have to scan the abandoned base itself. They contain signals, one of which is for the island. Or, should at least. Look for the huge bulbous cloud that looks weird. Go towards it.When you get close it turns to land. Circle till you find a beach. Grab your SeaGlide or Seamoth and head southwest from your lifepod. Look for a gray cloud floating on the surface of the water. Head there.
