I think there is a YorHa soldier on the brink of death in the Flooded City. Right at the end of the jumping part if I remember correctly. She tells you where to go. Use the scanner to find some of the Yorha units who are in a few hidden places. The one next to a tree behind the bushes. I just wanted to reply and say thank you! Was stuck on this for a good 45 mins. This was the solution! Marker makes it seems like you have to search above.
